Former Lawyer in the Bucharest Bar who worked in WARWICK LEGAL, the legal structure of the MOORE STEPHENS network, but also in his own office which he dissolved in 2014 to work for various companies of the Romanian Government (public health, water and environment), the last position held in 2019 being that of Head of the Board of Advisors of the Fiscal Authority President, also coordinating the State Customs Dept.
For 10 years he was the financial and legal consultant of EURISKO – the largest real estate company in Romania, acquired in February 2009 by the American CB RICHARD ELLIS Group, and for 8 years he was the investment adviser of the ENEL Group (Italy), being the one who laid the foundations for investments in renewable energy production capacities of ENEL GREEN POWER ROMANIA in the period 2007 – 2012.
Starting from 2020, it deals exclusively with innovative projects in various fields financed by European Union funds and is dedicated to expanding the portfolio associated with DAXEL SOLAR, an entity formed in 2023 to take under its umbrella the promotion and capitalization of green energy projects, production and storage (including green hydrogen).

His professional journey also includes significant positions in software development, IT solutions integration, and public key infrastructure solutions, consistently promoting company growth and managing major customers.
Educationally, Horia holds an MBA, a Degree in Law from University Alba Iulia and a Bachelor of Science in Engineering from the Faculty of Installation in Civil Buildings, Bucharest. His personal skills are underscored by a strong foundation in management, project coordination and negociation, enhanced by a 15-year career as a professional rugby player, which instilled in him a profound sense of team spirit and leadership.
